The Board consists of seven members, five of whom are appointed by the Champaign County Commissioners and two of whom are appointed by the probate judge. Three individuals on board must be eligible for services provided through the county board or are immediate family members of such individuals. Whenever possible, the appointing authorities will ensure that appointments represent a person eligible for adult services, a person eligible for services for children, and a person eligible for residential supports. The Board meets the fourth Thursday of the month at 5:00 P.M. at the Champaign County Board of Developmental Disabilities.
Kerry Brugger, President |
Kerry is a lifelong resident of Urbana, and has been with the City as Director of Administration since February, 2012. Prior to joining the City, he was with Navistar, Inc., serving as a Corporate Supply Manager with responsibility for select contract services in facilities throughout the US, Canada, and Mexico.
Since 2008, Kerry has been active in public service, including positions with the city’s Building and Zoning Board of Appeals, the 2010 Charter Review Committee, and City Council from 2010 to 2012. He also began serving on the Board of Directors for the Champaign County Chamber of Commerce & Visitors Bureau in 2013. Kerry has been part of the Champaign County Board of Developmental Disabilities for several terms. Kerry and his wife, Kathy, have been married since 1978. Their five daughters and seven grandchildren are spread out among the Urbana/Springfield, Ashville, and Cincinnati areas. |
Laurie Stickney, Vice-President |
Laurie is self-employed as a chiropractor in Urbana, since 2001, after graduating from Palmer College of Chiropractic. She has four children; Austin, Hunter, Adelynne and Bailey. Bailey was born with Down Syndrome and was enrolled in Early Intervention services until he became school age. Bailey continued from Early Intervention to Graham school system. Laurie's hobbies include watching her kids' activities, finding new places to hike, photography, reading and running.

David Sapp, Secretary |
David has worked in many positions, including Band Director at Urbana City Schools since 1995, organist at Faith Lutheran Church in Dayton since 1993, and State of Ohio FFA Band Director since 2003. He also served on the Ohio Music Educators Association State Board for 4 years and the Alumni Committee for Department of Music at Wright State University for 2 years.
David is married to fellow music teacher, Sarah Sapp, who works at the Triad Local School district. He enjoys playing music, gardening and yard work, playing in pit orchestras for musicals, traveling, and seeing the world with his wife. Mr. and Mrs. Sapp’s son, Thaddeus, had multiple disabilities and passed away in February of 2022 at the age of 17. Thaddeus was served by the county board throughout his lifetime. |
Shelly Cushman |
Shelly is married to Thad Cushman and has enjoyed being a stay at home mom for the past 17 years to her sons, ages 15 and 17. During the past 34 years she has pursued her passion for horses. This has included teaching students to ride, and coaching them through numerous competitions successfully. She has also been a 4-H advisor for nine years.
Shelly's hobbies are taking care of her family's chickens, ducks, turkeys, and geese. She enjoy swimming, helping her boys with their 4-H and FFA projects, and watching baseball and football. |
Malia Hughes |
Malia has been a Realtor for the last 13 years and is an Agent/Owner of Fathom Realty OH and has her own branch office in West Liberty. Malia grew up in Logan County and graduated from Bellefontaine High School. After high school Malia worked with the Logan County Board of DD as a Job Coach, Job Developer and eventually the program’s Director. She is a Bellefontaine Rotarian and a West Liberty Lion’s club member. Malia has served on many boards over the years to include Logan County Red Cross, Bellefontaine Rotary Club board, Midwestern Ohio Association Board of Realtors (past President), and Ohio Realtor’s Executive Board. Malia is married to Tom and they have two children Isabella and Blaine. She and her family reside in Champaign County just outside West Liberty. In Malia’s spare time she enjoys spending time with her family, boating and reading.

Amy Wilcoxon |
Amy has been a custodian at Graham Local Schools for 20+ years. Amy also serves as a Graham Middle School Student Council Advisor. As their advisor she tries to teach the students the importance of giving back to not only the school district, but the community as well. She helps the group organize events which provides funding for the Falconland Market.
Amy is married to R. Wade Wilcoxon and is the proud mother of five children. Sheldon, Jade, Jessica, Raymon and Jack. She is excited to be a grandma and enjoys spending time with her family, making memories on the little road trips they take as often as possible. |
Lori Rose |
Lori Rose is a loan officer at The Peoples Savings Bank, where she has worked since 2000. She is currently serving on the board for The Monument Square District as Secretary/Treasurer. She recently joined the board of Habitat for Humanity Champaign County, Ohio, Inc. and formerly served on the board of V.A.L.E. (Volunteers for Adult Life Enhancement).
Lori and her husband, Robert, have been married since 1994 and have two adult children. In her spare time she enjoys being with family and spending time outdoors. She and her husband ride bikes on the bike path. They even have a little cart to pull their dog almost everywhere they go. Lori enjoys working in her flower garden during the summer and has several indoor plants, one that is over 25 years old. |
